Discovery Requests for SPD Body Camera Footage

Q: How does the Greene County Prosecuting Attorney’s Office handle discovery requests for Springfield Police Department body worn camera footage?
A: Upon receipt of a request for SPD body worn camera footage, the GCPA media discovery unit requests that SPD provide a link to the footage. Upon receipt of the link, the media discovery unit will forward the link to the defense attorney via a system generated email containing the following notice: “BWC@greenecountymo.gov has shared new evidence with you. Please log in to your account on EvidenceLibrary.com to view and download the evidence.” The email will reference the Springfield Police Department case number for the footage and also provide an expiration date for the download link. The first time you use the system it will prompt you to create an account. Contemporaneously with sending the link, the media discovery unit will file a Rule 25.07 Disclosure List in the case that identifies both the court case number and the SPD report number associated with the disclosed body worn camera footage.
Note: This process is specific to SPD body worn camera footage and may change in a month or two. The Springfield Police Department’s vendor, WatchGuard by Motorola, is in the process of developing a prosecutor portal to improve the interface between prosecutors’ offices and law enforcement agencies and the cloud share process described above is an interim discovery solution. The Greene County Prosecuting Attorney’s Office has agreed to Beta test this portal and anticipates doing so in the next couple of months.
